Citizenship
Citizenship denotes all efforts to democratise the cities in order to make all people able to decide their matters and to share social riches. While cities are reorganised in a neoliberal way, self-organisations are in danger of being appropriated by neoliberal strategies. In Germany the citizens’ initiatives of the 1980ies have become parastatal bureaucracies or they have been subverted by the domination of the administrative body.
Which possibilities are there for self-organisations to counteract such an appropriation? Which demands are to be made to municipal institutions?

Lassen sich weltweit ähnliche Probleme für Selbstorganisationen in den Städten feststellen? Welches Verhältnis haben sie zum Staat? Geht es um konkrete Hilfe oder politische Arbeit? Welche Bedeutung haben Netzwerke? Wie könnte ein neuer Internationalismus aussehen?
Diese Fragen beschäftigten uns nicht nur während unserer Besuche sondern auch während der Abschlussauswertung.

Impressions on the Work of the Medical Aid for Refugees in Berlin · 19.03.06

The networking system devised and maintained by the organization as a way to provide for the medical needs of illegal migrants appears to be working efficiently and effectively. The organization is mindful of the security risks of the migrants and the doctors: ensuring anonymity and full confidentiality. As illegal migration is apparently criminalized by the State, there seems to be no other way to deal with the real problems confronted by the migrants who for various reasons have found themselves living inconspicuously in another country.

The Planning Shop in Dortmund sounded quite familiar. The nature of the projects, the rationalizations behind them and the processes involved are similar to those employed by some development projects in the Philippines.

I know that I am easily emotionally affected and tend to cry at unexpected moments. Still, I was very much surprised by my own reaction to what I saw and learned in Wuppertal. During lunch at the Wuppertal Table, Niklas asked me about my impressions on poverty in the West (in this case, Wuppertal). My instant thought was: Poverty has many forms. Then my tears just flowed – so uncontrollably, I was a bit embarrassed.

Impressions on the Park Fiction Project · 4.03.06

I was greatly impressed by the Park Fiction Project. The film which serves as a documentation of the initiative shows how a project that involves a community’s open space is all at once personal, local, global. It is personal because of the aspect of “wish production” where residents were asked to articulate and express the kind of park they wanted. It is local for it involves a common space for the community. And it is global because it fuses together various cultural symbols and practices, and discusses urban processes that affect many cities all over the world.

Das Konzept der “Stadt als Unternehmen” spielt in der neoliberalen Politik eine entscheidende Rolle. Selbstorganisationen und Basisinitiativen müssen sich immer wieder mit der Strategie “Regieren durch Aktivieren” auseinandersetzen.

Between Networks and Cooperation – What divides, what unites us? · 15.12.05

What function do shopping centres have in the North and the South? In what way is consumption an element of integration within the neoliberal system? What importance do sociocultural centres have for resisting the neoliberal restructuring of cities?
These were only a few questions that were discussed on 18th September 2005 during the final forum. Leonel Yanez and Michael Ramminger provided starting points for the discussion by presenting photos and theses on different matters which were developed during the visiting programme.

Mit welchen Augen sehen wir uns – und mit welchen Augen sehen uns andere? Im Rahmen des ersten Besuchsprogramms zum Projekt „Der Süden der Städte“ baten wir unsere beiden Gäste, Andreia Carla Ferreira da Silva aus Brasilien und Leonel Yáñez aus Chile mit einer Digitalkamera das zu fotografieren, was ihnen bemerkenswert vorkam, was sie ihren FreundInnen, NachbarInen und KollegInnen würden zeigen wollen, um einen Eindruck von ihrem Eindruck zu vermitteln.

Stadt und neoliberale Globalisierung – Neuere Entwicklungstendenzen · 7.11.05

Laut einer weit verbreiteten Sichtweise, verlieren Städte durch die Globalisierung der Ökonomie und der Kommunikation zunehmend an Bedeutung. Dem kann entgegengesetzt werden, dass Städte gerade keine “Opfer” oder passive Resonanzböden der Globalisierung sind. Vielmehr wird Globalisierung auch in den Städten produziert.

Es necesario rehacer las solidaridades y las articulaciones de las luchas, que siendo diferentes, pueden retroaliomentarse en torno a las subjetividades que nos permiten pensar que «otro mundo es posible«.

Die Sozialistische Selbsthilfe im Kölner Stadtteil Mülheim hat es sich zur Aufgabe gemacht, sozial Schwache den Händen der öffentlichen Armutsverwaltung zu entziehen und selbstorganisiert für den Lebensunterhalt und ein menschenwürdiges Auskommen der Betroffenen zu sorgen. Es stellt sich also fast zwangsläufig die Frage, ob die Selbsthilfe nicht durch ihre Arbeit nur verlängerter Arm des Neoliberalismus ist, der immer mehr Selbstbestimmung und Eigenverantwortung fordert, Ehrenamt vor öffentlicher „Fürsorge“ propagiert.
