(Re-) Appropriation
The current neoliberal reorganisation of cities in the global North and South is characterised by privatisations, for example of water or energy supply. At the same time, there is a restriction of social rights, like the right to have free access to an adequate health service.
In the cities there is often quite a resistance against these processes; people squat in houses, call for public decisions and carry them out, and they run campaigns. These struggles, however, often only avert privatisations; a broad anti-neoliberal movement seldom spreads from them.
That is why we want to discuss these struggles from a perspective which combines autonomy, alternatives and possibilities as well as conditions for concrete action. For the moment we propose to define ”(re-)appropriation” as a political practice of people who act collectively and take what they need to live, be it theatre visits or food, and, simultaneously, do not ask for a legal permission to do so. Using such a practice of (re-)appropriation, the claim for social, political and economic rights for all is made public. (Re-)appropriation also means to create the freedom to think differently and to analyse the present conditions in order to change them. The term (re-)appropriation is ambivalent and multilayered. We are conscious of that, and that ist why we want to put it up for discussion again and again here and during the project. Using examples, this discussion is to happen while investigating the three areas public goods, public space and state power or police power, the latter being a prevention of (re-)appropriation.

Several social organizations are organizing a campaign against the use of the “caveirao” by the Military Police of Rio de Janeiro. “Caveirao” is the name of armour planting and heavily armed vehicles that enter favelas and poor areas of Rio de Janeiro (Brasil) in order to “fight drug traffic”. But, according to residents and campaign organizers, “the action methods of the “caveirao” are there to spread fear, not guarantee security.

Fifty five percent of the population of Nairobi, that is 2,5 million out of a total of 4 million people, live in slums which cover only 5 percent of the city’s territory, and which are considered among the worst in all of Africa. This land does not belong to the slum dwellers. It belongs instead to the government, which can decide to bulldoze it all, when it wants, with only 48 hours’ warning.

On Monday 20th of February, local activists from Hackney, London, occupied three Victorian and Georgian buildings in order to stop the threat of demolition. The intention is to turn them into a community and social centre, instead of seeing the buildings sold off to private developers.

South America's largest squatted highrise building is under threat · 11.02.06

The “Prestes Maia”, by far the largest squatted highrise building on the South American continent, is under threat of eviction. With its 468 families, accounting for more than 1600 previously homeless people, including children, elderly and disabled, the building will shortly be returned to its ‘lawful’ owner, Mr. Hamuche & Co., who in the last 15 years of ‘ownership’ accumulated a debt in municipal taxes of some 5 million reais (approx. 2.2 million dollars / 2.1 million euros), which is more than the building is worth. This enormous debt, together with long years of abandonment, should well justify (even according to law) a claim for the building to become public property by the local municipality, but nevertheless will be returned to its owner, putting hundreds of people back onto the streets.

Mit der Stadt drumherum, mit der realen Welt hat das Gelände des „CentrO Oberhausen“ herzlich wenig gemein. Nicht nur, dass das Gebäude des nach Eigenwerbung größten Einkaufszentrums Europas architektonisch irgendwo zwischen Ozeanriese und Petersdom einzuordnen ist, es entzieht sich auch jedem anderen Versuch, es an die reale Welt anzubinden.

BürgerInnenbegehren gegen Wasserprivatisierung · 2.01.06
Die derzeitigen Veränderungen im deutschen Wassersektor und die von Teilen der Bevölkerung als negativ empfunden Erfahrungen mit der Transformation öffentlicher Güter in Waren haben in jüngster Zeit Ansätze einer Gegenöffentlichkeit entstehen lassen. Da zumindest die großen Parteien keine eindeutige Position zu Privatisierungsvorhaben einnehmen, können die WählerInnen ihre Haltung zur Privatisierung nur bedingt in ihre Wahlentscheidungen einfließen lassen. Es gibt allerdings in allen Bundesländern die Möglichkeit, von kommunalen und landesweiten BürgerInnenentscheiden.

Between Networks and Cooperation – What divides, what unites us? · 15.12.05

What function do shopping centres have in the North and the South? In what way is consumption an element of integration within the neoliberal system? What importance do sociocultural centres have for resisting the neoliberal restructuring of cities?
These were only a few questions that were discussed on 18th September 2005 during the final forum. Leonel Yanez and Michael Ramminger provided starting points for the discussion by presenting photos and theses on different matters which were developed during the visiting programme.

Mit welchen Augen sehen wir uns – und mit welchen Augen sehen uns andere? Im Rahmen des ersten Besuchsprogramms zum Projekt „Der Süden der Städte“ baten wir unsere beiden Gäste, Andreia Carla Ferreira da Silva aus Brasilien und Leonel Yáñez aus Chile mit einer Digitalkamera das zu fotografieren, was ihnen bemerkenswert vorkam, was sie ihren FreundInnen, NachbarInen und KollegInnen würden zeigen wollen, um einen Eindruck von ihrem Eindruck zu vermitteln.

Die Bauten bestimmen zu wesentlichen Teilen das Gesicht der Städte, haben kaum zu überschätzenden Einfluss auf die Nutzung und Nutzbarkeit der öffentlichen Räume und strukturieren die Stadt. Und natürlich haben einige von ihnen hohe kulturelle und historische Bedeutung.

Häufig unter heftigen Mühen erkämpft und nur schwer gehalten zeigt sich häufig erst im Kontrast mit diesen Freiräumen, dass vieles in den öffentlichen Räumen nicht oder nicht mehr möglich ist.

Selbst in das Verständnis und die Sprachen unserer unmittelbaren Nachbarn – vielleicht abgesehen von Österreich – ist der Begriff „Gemütlichkeit“ kaum zu übersetzen. Wie viel schwerer wird es, diesen Begriff auf einem anderen Kontinent zu erklären. Vielleicht sagen Fotos mehr.

Menschenleer scheinen sie häufig auf den Bildern, die öffentlichen Räume mit verschiedensten Funktionen – ob es der Platz vor dem Brandenburger Tor ist oder ein Kiesweg zwischen Bürotürmen mitten in Berlin. Dennoch kann man auch im öffentlichen Raum – trotz drohender, stellenweise stark fortgeschrittener Kommerzialisierung – verschiedenste Nutzungen beobachten.

Laut einer weit verbreiteten Sichtweise, verlieren Städte durch die Globalisierung der Ökonomie und der Kommunikation zunehmend an Bedeutung. Dem kann entgegengesetzt werden, dass Städte gerade keine “Opfer” oder passive Resonanzböden der Globalisierung sind. Vielmehr wird Globalisierung auch in den Städten produziert.

Sind die Skulptur Projekte, die in zwei Jahren zum vierten Mal stattfinden werden, unter anderem in dem Geist geboren, die Kunst aus den Museen heraus zu holen, sie zu den Menschen, in die Öffentlichkeit zu bringen, so pflegen die „MünsterArkaden“ einen völlig anderen Umgang mit der Öffentlichkeit und dem öffentlichen Raum.
