The Project
Megacities, global cities, cosmopolitan cities, metropolises: Neoliberal globalisation and the resistance against it are visible especially in the the big cities in the global South and North. The situation in the cities is characterised by privatisations and massive changes in the cities’ social life. While for example people in the big cities of Latin America need to look for their own ways of surviving, the gap between the poor and the rich widens in Northern cities as well. At the same time, the precarious situation of migrants who “illegally” live in the cities is often not recognised.
With the project ”The south of the cities”, the Institute for Theology and Politics (ITP) therefore wants to point to symmetries and asymmetries in cities of the global South and North. Simultaneously, we want to find out how to actually work against a neoliberal reorganisation of cities in a solidary way. The focus is on grassroot organisations and organisations in social movements. The project aims at establishing links for a “globalisation from below”.
The project consists of two visiting programmes, each lasting about a fortnight, and one will take place in September 2005, the other in February and March 2006. Furthermore, there will be symposiums, and finally, there is this interactive web portal. Topics are (re-)appropriation, democratisation of the city (citizenship) and migration. The whole project is sponsored by the North Rhine-Westphalian Foundation for Environment and Development.

Police vehicles spread terror in favelas of Rio de Janeiro · 21.03.06

Several social organizations are organizing a campaign against the use of the “caveirao” by the Military Police of Rio de Janeiro. “Caveirao” is the name of armour planting and heavily armed vehicles that enter favelas and poor areas of Rio de Janeiro (Brasil) in order to “fight drug traffic”. But, according to residents and campaign organizers, “the action methods of the “caveirao” are there to spread fear, not guarantee security.

Impressions on the Work of the Medical Aid for Refugees in Berlin · 19.03.06

The networking system devised and maintained by the organization as a way to provide for the medical needs of illegal migrants appears to be working efficiently and effectively. The organization is mindful of the security risks of the migrants and the doctors: ensuring anonymity and full confidentiality. As illegal migration is apparently criminalized by the State, there seems to be no other way to deal with the real problems confronted by the migrants who for various reasons have found themselves living inconspicuously in another country.

On Friday, March 10, 2006 Chicago’s downtown was paralyzed by an immigrant rights march estimated at more than 100,000 people. The march, organized by a citywide coalition of community, labor and immigrant rights groups, was called to protest the punitive enforcement provisions of the anti-immigrant Sensenbrenner Bill: “Border Protection, Anti-Terrorism, and Illegal Immigration Control Act of 2005” (H.R. 4437).

I know that I am easily emotionally affected and tend to cry at unexpected moments. Still, I was very much surprised by my own reaction to what I saw and learned in Wuppertal. During lunch at the Wuppertal Table, Niklas asked me about my impressions on poverty in the West (in this case, Wuppertal). My instant thought was: Poverty has many forms. Then my tears just flowed – so uncontrollably, I was a bit embarrassed.

Fifty five percent of the population of Nairobi, that is 2,5 million out of a total of 4 million people, live in slums which cover only 5 percent of the city’s territory, and which are considered among the worst in all of Africa. This land does not belong to the slum dwellers. It belongs instead to the government, which can decide to bulldoze it all, when it wants, with only 48 hours’ warning.

On Monday 20th of February, local activists from Hackney, London, occupied three Victorian and Georgian buildings in order to stop the threat of demolition. The intention is to turn them into a community and social centre, instead of seeing the buildings sold off to private developers.

Impressions on the Park Fiction Project · 4.03.06

I was greatly impressed by the Park Fiction Project. The film which serves as a documentation of the initiative shows how a project that involves a community’s open space is all at once personal, local, global. It is personal because of the aspect of “wish production” where residents were asked to articulate and express the kind of park they wanted. It is local for it involves a common space for the community. And it is global because it fuses together various cultural symbols and practices, and discusses urban processes that affect many cities all over the world.

The Sum of Possible Influence
South American cities between nation-building and globalisation · 19.02.06

In recent times, a change has been emerging, one that has a lot to do with the fact that South America has been gradually able to put its dictatorships behind it – the »third wave of democracy« was also to embrace the continent. The political transformation represents a common denominator among the various nations, but will they be able to build upon this and find a common cultural language that unites the continent over national borders? This is not about the rebellious tendencies of a united South America towards the US imperium, which even in Germany are seen with some misgivings. Instead, it is mostly about finding a framework of meaning within the supranational context that mediates between the nation-state and globalisation in the democratic era. In this project, the capital cities become the focus of interest.
The overcoming of the dictatorships is in itself enough to give seats of government a new meaning. Forty percent of the respective population is concentrated in cities like Lima, Caracas, Buenos Aires and Santiago. These cities thus represent the central political, economic and cultural stage upon which the democratic system is tested and formed.

South America's largest squatted highrise building is under threat · 11.02.06

The “Prestes Maia”, by far the largest squatted highrise building on the South American continent, is under threat of eviction. With its 468 families, accounting for more than 1600 previously homeless people, including children, elderly and disabled, the building will shortly be returned to its ‘lawful’ owner, Mr. Hamuche & Co., who in the last 15 years of ‘ownership’ accumulated a debt in municipal taxes of some 5 million reais (approx. 2.2 million dollars / 2.1 million euros), which is more than the building is worth. This enormous debt, together with long years of abandonment, should well justify (even according to law) a claim for the building to become public property by the local municipality, but nevertheless will be returned to its owner, putting hundreds of people back onto the streets.

Mit der Stadt drumherum, mit der realen Welt hat das Gelände des „CentrO Oberhausen“ herzlich wenig gemein. Nicht nur, dass das Gebäude des nach Eigenwerbung größten Einkaufszentrums Europas architektonisch irgendwo zwischen Ozeanriese und Petersdom einzuordnen ist, es entzieht sich auch jedem anderen Versuch, es an die reale Welt anzubinden.

BürgerInnenbegehren gegen Wasserprivatisierung · 2.01.06
Die derzeitigen Veränderungen im deutschen Wassersektor und die von Teilen der Bevölkerung als negativ empfunden Erfahrungen mit der Transformation öffentlicher Güter in Waren haben in jüngster Zeit Ansätze einer Gegenöffentlichkeit entstehen lassen. Da zumindest die großen Parteien keine eindeutige Position zu Privatisierungsvorhaben einnehmen, können die WählerInnen ihre Haltung zur Privatisierung nur bedingt in ihre Wahlentscheidungen einfließen lassen. Es gibt allerdings in allen Bundesländern die Möglichkeit, von kommunalen und landesweiten BürgerInnenentscheiden.

These were only a few questions that were discussed on 18th September 2005 during the final forum. Leonel Yanez and Michael Ramminger provided starting points for the discussion by presenting photos and theses on different matters which were developed during the visiting programme.

Die Bauten bestimmen zu wesentlichen Teilen das Gesicht der Städte, haben kaum zu überschätzenden Einfluss auf die Nutzung und Nutzbarkeit der öffentlichen Räume und strukturieren die Stadt. Und natürlich haben einige von ihnen hohe kulturelle und historische Bedeutung.

Menschenleer scheinen sie häufig auf den Bildern, die öffentlichen Räume mit verschiedensten Funktionen – ob es der Platz vor dem Brandenburger Tor ist oder ein Kiesweg zwischen Bürotürmen mitten in Berlin. Dennoch kann man auch im öffentlichen Raum – trotz drohender, stellenweise stark fortgeschrittener Kommerzialisierung – verschiedenste Nutzungen beobachten.

Die Sozialistische Selbsthilfe im Kölner Stadtteil Mülheim hat es sich zur Aufgabe gemacht, sozial Schwache den Händen der öffentlichen Armutsverwaltung zu entziehen und selbstorganisiert für den Lebensunterhalt und ein menschenwürdiges Auskommen der Betroffenen zu sorgen. Es stellt sich also fast zwangsläufig die Frage, ob die Selbsthilfe nicht durch ihre Arbeit nur verlängerter Arm des Neoliberalismus ist, der immer mehr Selbstbestimmung und Eigenverantwortung fordert, Ehrenamt vor öffentlicher „Fürsorge“ propagiert.

Sie suchten einen Ort, wo sie ihre Artesanía-Waren (traditionelles Kunsthandwerk) ohne Zwischenhändler direkt verkaufen, wo ihre Kinder studieren und wo sie autonom und frei von Repressionen leben können.

Since 12th September 2005, the „South Central Farmers’“ case has been heard in the appellate court of Los Angeles. 347 families from Latin America, most of them illegalised, have sued the city because it had sold the former derelict land with its newly planted gardens. The land had been appropriated by the farmers; the gardens are therefore officially “non-existent”. The ‘campesinos’ are now organising an unequalled campaign against the privatisation.

The City of Moscow continues to enforce a restrictive residence registration regime similar to the propiska system that prevailed in the Soviet era. Migration studies tend to oscillate between pure descriptivism and strong theory. Until today theories of migration either explicitly or implicitly refer to neoclassical presumptions on labour markets or tend to proliferate funcionalist ex-post concepts. So do theories of migration systems overemphasize the primacy of political and economical structures over collective and individual agency of migrants. The paper argues that a shift in theoretical perspectives is linked to the settings in the political arena of migration.
